Introduction Shandong Hongxin Yongda Foundry Technology Co., Ltd. was established on January 24, 2017, entrusted by Laiwu Steel City Minsheng Industrial Company, adopting the form of "renting instead of purchasing" to manage and resume production of the original New Era Heavy Industry Co., Ltd. (established on April 12, 2007), which had been suspended for many years due to a broken capital chain at the end of 2012.

Shandong Hongxin Yongda Casting and Forging Technology Co., Ltd. was established on January 24, 2017, entrusted by Laiwu City Steel District Minsheng Industrial Company, adopting the form of "renting instead of purchasing" to manage and resume production of the original New Era Heavy Industry Co., Ltd. (established on April 12, 2007), which had been suspended for many years due to a broken capital chain at the end of 2012.
In June 2008, the Jinan Environmental Protection Planning and Design Institute completed the "Environmental Impact Report for the 300,000-ton Heavy Casting and Forging Project of Shandong New Era Metallurgical Equipment Co., Ltd." On March 5, 2009, the Zhangqiao Environmental Protection Bureau approved the project with document No. [2009] 1. In 2010, the Zhangqiao Environmental Protection Bureau issued a reply regarding the application for partial content changes to the environmental impact report of the 300,000-ton heavy casting and forging project of Shandong New Era Metallurgical Equipment Co., Ltd., allowing the project to upgrade the 30-ton steel melting furnace to a 40-ton steel melting furnace while keeping the production process, production capacity, and other construction content unchanged.
Shandong Hongxin Yongda Casting and Forging Technology Co., Ltd. is located in the Guanzhuang Office of Zhangqiao District. This project covers an area of approximately 133,400 m2, and the environmental assessment plans to construct a 300,000-ton heavy casting and forging production line, including two parts: melting process and machining process, producing heavy casting and forging products such as large gears, shafts, wind power equipment components, and various mold casting and forging parts at a rate of 300,000 tons/year. Currently, only the melting process part of this project has been constructed, and the machining part has not yet been built. The product is a 300,000-ton/year cast steel ingot, which is accepted as the first phase of the project, while the remaining part will be accepted separately. The main production equipment of this project includes a 40t electric arc furnace, 40t LF furnace, 40t VD furnace, casting machine, etc. The total investment of the project is 400 million yuan, of which the environmental protection investment is 15.14 million yuan, accounting for 3.78% of the total investment.
In accordance with relevant laws and regulations, in June 2017, Shandong Hongxin Yongda Casting and Forging Technology Co., Ltd. entrusted the Shandong Provincial Product Quality Inspection Research Institute to undertake the completion environmental protection acceptance work of this project. On June 19, 2017, a site survey and data verification were conducted, reviewing relevant documents and technical materials, inspecting the implementation of pollutant treatment and discharge, and environmental protection measures. Based on this, an acceptance monitoring plan was prepared, and acceptance monitoring was conducted from November 20 to November 21, 2017. Based on the on-site inspection, data verification, and monitoring data, this acceptance monitoring (investigation) report was prepared.
I. General
1.1 Acceptance Content and Purpose
1.1.1 Acceptance Content
Verify the implementation of environmental protection measures proposed in the design documents and environmental impact reports during the design, construction, and trial operation phases, as well as the implementation of requirements approved by various levels of environmental protection administrative departments; verify the actual construction content of the project, actual production capacity, and the use of various raw and auxiliary materials; verify the actual generation of various pollutants and the pollution control and ecological protection measures that have been taken, and evaluate the effectiveness of the implementation of various measures; through on-site inspections and field monitoring, determine the compliance of pollutants generated by this project and the implementation of total pollutant discharge; verify the formulation and execution of environmental risk prevention measures and emergency plans, verify the execution of environmental management systems, the formulation and implementation of environmental protection management systems, and the allocation of corresponding environmental protection institutions, personnel, and equipment; verify the distribution of surrounding sensitive protection targets and their affected conditions; through public opinion surveys, understand the public's opinions and requirements regarding environmental protection work during the construction and trial operation periods.
1.1.2 Acceptance Purpose
The main purpose of this acceptance monitoring and inspection is to comprehensively analyze and evaluate the conclusions through monitoring the compliance of the project's discharged pollutants, the operational efficiency of environmental protection facilities, the effectiveness of pollution control, the inspection of the project's environmental management level, and public opinion surveys, providing a technical basis for the environmental protection administrative department for the completion environmental protection acceptance of construction projects and daily supervision and management after acceptance in the form of an acceptance report.

1.3 Acceptance Object
The object of this acceptance is the 300,000-ton Heavy Casting and Forging Project (Phase I) of Shandong Hongxin Yongda Casting and Forging Technology Co., Ltd., including production scale, environmental protection facility verification, pollutant emission monitoring, and public investigation.
The monitoring objects mainly include: the exhaust pipe of the smelting workshop of this project, boundary non-organized waste gas monitoring, effluent from the domestic sewage treatment facility, water quality monitoring at the inlet and outlet of the direct cooling water treatment station, and boundary noise monitoring, as detailed in Table 1-1.
